A few days are left to culminate this year 2020, which is doubtlessly atypical in the history of humanity, that will remain fire branded for the drastic consequences that we have suffered in every scope, at the mercy of the unexpected arrival of Covid-19, virus that have come with a destructive impression in a broad sense of the world geopolitics, where the main victims of it, are no more, no less than human beings, hostages of a cold technological war between world powers,added to a lack of consensus in the multilateral scope, with accent in the international organizations that have arrived exhausted, without forces and with very little credibility in this period, leaving clear that the pos-pandemic will be a great challenge for them to restart the right path again where the aims for which they were created prevail.
One of them and doubtless the more meaningful is the U.N. (United Nations). Precisely in this year 2020, the 75 years of its existence were commemorated, moment in that the world started to build in San Francisco (U.S.A), nowadays everything indicates that it seems to be collapsing; from there we affirm with total emphasis that the pandemic of
Covis-19 exacerbated a tendency that has years, that is no more, no less than the advance of the national solutions at the expenses of the multilateralism every time more discredited, what doubtlessly affects the whole system itself of United Nations.
But besides the sketched above it is always good to make a review on the conceptualization, characteristics and purposes of it. Truly the term United Nations was coined on the 1st of January 1942, some years before it started to function as such an organization.
The United Nations Organization or simply the United Nations, is the largest international organization existent up to now at a world level. It was born by 1945, a 24th of October, a little time after the end of the second world war, a fact more than outstanding in the history of humanity. That is why a few days back, 75 years of the organization were celebrated. This international entity that, even if it is not the oldest in the world, its relevance as regards its purposes make it without any doubt one of the biggest importance in the world. Among these purposes we can mention:
– The peace and international security (topic to which we are focused on nowadays)
– Encouraging the relationship of friendship among nations.
– Achieving international cooperation for the solution of global problems and being useful as a center that harmonizes the actions of the nations.
– Defending Human Rights.
Its headquarters are in New York (U.S.A.) but subject to a system of extraterritoriality, besides it has offices in Geneva (Switzerland), Nairobi (Kenya) and Vienna (Austria). This entity above is governed by the United Nations Charter that has subscribed by 50+1=51 countries at its beginning, a time before the end of the second world war (26th of June 1945) in San Francisco (U.S.A.). Nowadays it is formed by 193 countries members and two Observer States: The Vatican and Palestine.
The languages recognized by the organization are: Arabic, Mandarin Chinese, Spanish, French, English and Russian. It has as regulations the United Nations Charter and it is financed with the voluntary contribution of its States members. The main bodies of it are: the general assembly (today presided over by the current general secretary, the Portuguese Antonio Guterres) the security board, the economic and social board, the general secretary, the board of fiduciary administration and the international court of justice (with headquarters in La Haya – Low Countries).
Now well, little by little and getting into the theme that convenes us, about this international organization and how technology can be used more than never as an articulator shaft of peace in the world we say first the present general secretary in its 75th anniversary has made an urgent world call about the serious crisis that the world is going through, here a summary:
– A call to the world peace in the fight against the pandemic.
– A stop the fire among Nations.
– Making a bigger effort to put an end to poverty, inequality, hunger and hate.
All of these basic items with the aim of understanding that, if these themes go on becoming deeper, life of humanity itself is at stake.
Besides this call, an enumeration of the big contributions of United Nations along these 75 years was made, they are:
– Fight against terrorism.
– Combat against sexual violence.
– Supporting developing countries.
– Local access to a world web.
– Improvements in literacy and education.
– Promoting democracy.
– Freedom of press and expression.
– Strengthening international rights.
– Fight against international delinquency.
– Support the world problem of drugs.
– Loans and world help for refugees.
– Fights against the propagation of epidemics.
So facing all these statements made by the current general secretary, we notice that in consequence, they are all classic conceptions that can not go on waiting facing the vertiginous and disruptive attack of technology. Because of all of that the question if technology is really a true new articulator shaft for the peace in the world, arises in us.
From our academic point of view based on serious and specific studies in basis to the last years, where doubtlessly we are marking the direction in and from our Latin America to the world; the new technologies in the frame of the Fourth Industrial Revolution, we do not have a place for doubt that technology can help to a fairer, more peaceful and equal world, despite the fact that there is still a lot to do with the countries that form the world community in the technological issues.
And in all this new scenery there are a lot of questions to solve and they are waiting for a definite solution that helps us circulate by the new virtual environment in a safer way, when the great desire for which we fight for several years: “the global regulation of the cyberspace” become concrete, and themes that come from it such as:
– Cybersecurity.
-Cyberdefense.
-Cybernetic wars.
-Artificial intelligence.
– Biotechnology.
-Automation.
– Big Data, among others.
The way of managing these events is objective of a wide debate, national and international, in a moment in which the geopolitical tensions increase, BUT WE CAN NOT WAIT ANYMORE, the digital cooperation among States, and a universal cyberspace that reflects the world rules for peace and security, the human rights and sustainable development, they are considered crucial to guarantee a united world. A “global agreement for digital cooperation” is a key recommendation of the Partition of High Level about the Digital Cooperation of the general secretary.
At last and facing the doors of the new year 2021 we are convinced that: “The problems are not the Big Data (big or massive data) the real issues are the small values of the human beings; the problems are not the machines that think, the big problems are the human beings that have stopped dreaming”. That is why we should aim to achieve true cooperation in the world community to achieve the favorable conditions for this new era that we are already circulating.
The current article is a summary of the dissertation carried on by the Argentinian Academic Dr Mario Ramon Duarte, that was made in the event organized by the International Academy of Sciences and Technologies, Education and Humanities of the city of Valencia Spain.
